Yes, but there needs to be a baseline on how much welfare they receive. Let’s say a modest million per year

Nothing happens. A bill like this is not designed to do anything productive, but rather give senators of springboard to politically denounce what Donald Trump is doing because he hired a middle-aged billionaire high on ketamine to gut the government.
It allows them political safe haven to denounce what the President is doing. Why they need a political safe haven to be able to do that? You would have to ask someone smarter than me because I just don’t understand it.
