It’s hardly just the Biden administration. Who exactly says there is a war with Iran? Iran certainly doesn’t say so. Not every military action requires or results in war.

The only “war” I’ve heard declared is Israel declaring war on Hamas, and that stretches the definition since Hamas isn’t even a country.
