Second step (as mentioned in the article) bring back car inspections and actually fail people who don’t pass inspection.
They’re not any brighter than they have been in the past, at least where I’m from, but people (assholes) definitely have a tendency to not bother dipping their beams these days. You could also have photophobia or some other light sensitivity.
