      How does requiring a permit to take a class to apply for a modern gun (who’s system must be funded by an already underfunded wildlife agency) going to stop someone from stealing a gun? How does it prevent someone from walking into a movie theater and shooting up the place? How does banning the guns least likely to be used in crime, prevent crime?

        Taking a class reinforces the lesson that guns are not toys and need to be stored appropriately and safely. That will help prevent theft and also the biggest group for accidental gun deaths is toddlers because people don’t view their gun as deadly. The permits can also be used in conjunction with removing guns from people who are violent.

          You’re not allowed to take the class unless you get the permit first. Your county sheriff can deny your permit for any reason they deem fit. And you still have to pay a nonrefundable application fee for the permit. All this law does is make lawful gun ownership more expensive than illegal gun ownership. How will that prevent crime? It sounds more like a great way to keep modern firearms out of a particular population that is historically on the lower end of socioeconomic class Kinda like how you had to pay a tax to vote. A tax that was a little too expensive for people of a certain socioeconomic class.

            That’s like saying a forcing people to get a license to drive only encourages people to drive without one. Most people follow the law especially if the fee is small. The concealed permit is $50 so it’s definitely not going to be higher than that. Renewal is $13. That’s not exactly breaking the bank. And if that is too high for some, maybe have your local John Brown Gun Club subsidize the cost for people who can’t afford it.

    Sheriffs will have broad authority to deny applications from people seeking to buy otherwise banned firearms, including those they believe may be a risk to themselves or others. Those who are rejected, however, could file a lawsuit seeking to reverse the decision.

    Once someone gets an eligibility card, they must complete up to a dozen hours of training over two days, depending on whether they have already completed a hunter education course, and pass a test. At that point they would be allowed to purchase a weapon otherwise banned under Senate Bill 3.

      You can still get them if you have the finances to take a couple days off work, are white enough for your county sheriff, and can pay for a permit that allows you to take a safety class that you also pay for.
