I feel like if there was a venn diagram, the circles for “Would send a condom back to the manufacturer in the mail” and “Would read the instructions on the box” wouldn’t touch at all.

Best thing about these ultra specific rules is that there had to be someone who did it before the rule was in place.
I would assume people might do it with broken condoms to complain.
Specific rules are a response to specific events.
