The person you see switch is a type of shapeshifting monster in The Owl House, a TV series in a Harry Potter-esque world. Nearly hunted to extinction as they can suck the magic out of someone which (may?) kill people, generally persecuted by the enemies in TOH.

I guess maybe it makes sense or is funny within the context of the story arc or knowing more about the comic. For me it doesn’t really hit but the illustration is quite well done.
