If a lowly soldier disobeys, he’s removed. And grass-roots doesn’t work for that kind of stuff.

What generally triggers military coups is that one of these higher-ups rebels when or after they are removed. But yeah, there’s a time window for that and it’s closing rapidly. There won’t be a rebellion by the people. There hardly can be one, without a rebellion by the military.
