      Sorta. Congress has the power to declare war, but the President has the power to direct the military in war and in “peace”. The War Powers Act was supposed to constrain that power, which limits military action without Congressional Approval to 60 days (plus 30 for withdrawal). But no President has acknowledged that that law is constitutional. Plus 90 days is a long time in modern warfare.
