it doesn’t fit into the capitalism system where research needs to be packaged in a standardized format, otherwise how much money would you exchange for it? Also it would be abused by people trying to make a quick buck by doing effectively less research. Such a system as you described is only for the truly free, not for the wage-slaves who have to prove they put in (a certain amount of) effort.
