My understanding is that it is technically a “federated” standard, but I think there is a lot of technical hurdles to implementing and hosting a compatible server. So no one actually does it, and I’m not sure they’d federate even if someone went through the trouble of getting it up and running.

I’m just a layperson, but my guess would be that they could start from the bottom and work their way up. They can’t touch Trump, but they can start sending US Marshalls to round up the underlings that refuse to obey the orders or the court.
Now would the Marshalls do that? Who the hell knows. And maybe there’s a problem with that plan I don’t know. I like it better than just assuming the executive branch is defacto untouchable.
