Technically not facts, boiling is a type of cooking. If you intend to eat it, then it’s cooking.
And you’re assuming these people (and the water) are being boiled to be eaten?
The point here is that it’s just boiling because no-one wants to eat that.
So yes, cooked, overcooked, but cooked non the less
