When I still lived in Iraq, they would literally pay school children pocket change so they could stand around and manufacture a crowd while their propped up proxy politicians give a pro-Iranian speech. This is their genuis idea to convince Iraqis that they’re actually popular in our communities.

If a regime change happened and the current theocracy was replaced by a flawed autocracy, that would still be seen as a big improvement by many Iranians.
